The Seiko is larger 42mm while the Citizen is 40mm. No pro or con here just personal choice.
The Citizen's bezel has 1 sec increments & easily moved while Seiko's at 1/2 sec, smoother & tighter. Better - Seiko.
Luminosity. No contest. Seiko takes it even compared to higher end Swiss. The Citizen holds its own between 5-7 hours while the Seiko can hold almost to the morning. Bright, too.
Accuracy. My Citizen wins this one hands down. Both the Japan & Singapore model are +/-10secs fast while the Citizen is maybe +5 at its worst, even less so when worn 24/7. Plus for the Citizen, mine handwinds.
Durability. Well, because of Seiko's reputation, maybe they win it here, too. As for mine, the Seiko feels more robust than the Citizen. Again, I think both will hold up well over time because I have older models in both brands that are both going strong.
Fit & Finish. More refined finish on the Seiko but the Citizen's not that far behind. Better day/date window on the Seiko. Citizen's too small. The lug width of the Seiko is 22 while the Citizen's @ 20mm. There seem to be more straps available for 20mm lug widths. Then again, it really doesn't matter.
Anyway, for the money, they're affordable enough that one can own an example of each.
