I wondered too
I always puzzled at that too when I had nothing else on my mind, ha ha. I think the dot on the off side of the second hand is better balanced, that is, the movement does'nt have to chug the dot uphill when the dial is perpendicular to the ground. Otherwise, makes no difference and having the dot on the "correct" side makes far more sense.
