Andrew, if that is original made in japan dial I think you would....
be better off to send it IWW for relume and hands. Overall, even though it needs cosmetic work, it is an all made in japan 6309 and is more desireable for that all original than for cosmetics. I have a totally mint looking just serviced 6309-7040 keeping super accurate time. It looks awesome, but note the dial does not have the japan symbol under the 150m line, and the caseback does not have "japan A" like yours.
so, my example is desireable because of superminty look and just serviced and very accurate. to some this is most desireable.
yours is desireable for being all japan made, but does not look near as minty and probably was not serviced and regulated last month like mine. but I still would be hesitant to redo an all original japan made watch with non original no japan parts and dial.
