Hi Shawn.
The clue is that you say in some of the positions of the regulator, the watch stops. Although that could be a messed up beat causing it, I suspect that the hair spring is buggered up, and in some positions of the curb pins, its being forced against itself, thereby stopping.
I would guestimate that the buggered up HS and/or probably other contributing factors, such as lack of service and the need for oil, that your amplitude is such that you can see the balance move, and its arch is around or less then a half swing, meaning half of 360 deg, or more easier, half a circle. If you can clearly see the arms of the balance moveing to and fro, its bad. When a watch with good amplitude vibrates, the balance arms will be pretty much a blur, except at their end of travel. Its this lack of amplitude that cuases the escape wheel to move much faster than its suposed to,IE: it escapes much faster than it suposed to, which translates into a higher rate. This is why the regulator pins have no affect on its timing.
