The 200m is hardly a candidate for a leak at 70m.. what about a 100m watch at 70m, or a 70m watch at 50?
I think the chances of that are a little higher, and since one can't quantify maximum dynamic pressure achievable on a watch, the rating is given for still water pressure, which is more easily measured...
