I wouldn't have thought it mattered where it was manufactured, as presumbably it would be subject to the same Seiko quality control.
Japan - presumably like many global economies, has its goods manufactured where labour is cheap, ie: Singapore, China, etc.
Here's an interesting question: What would be the difference between the product of a watch factory on Japanese soil (but full of Singaporean workers), and a Japanese-owned factory - belonging to the same company - in Singapore?
