Yeah it's kind of like with Swiss watches ...
Some percentage of the parts (can be much less than 100%) have to be swiss made to label the watch as swiss made. Labeling some Seiko's with the country of origin is just to satisfy the import laws of some countries. I guess the U.S. requires it for one. 00XK's are apparently intended for a market not requiring the labeling.
